In a preliminary meeting at DESY 2-3 of May 2018 we met with a small group to discuss the possibilities to write a proposal for this call. Attached you find the summary of the outcome of the DESY meeting, where was decided to write a proposal under the flag of LEAPS with the LEAPS national facilities and the national Neutron facilities.
