Resonant X-ray spectroscopies and the related instrumental as well as theoretical developments have strongly advanced in the past few years. Resonant inelastic X-ray scattering (RIXS) is a powerful bulk-sensitive photon-in / photon-out spectroscopic method to study the electronic structure of solids, liquids and gases. The technique of resonant elastic X-ray scattering (REXS) combines diffraction with spectroscopy to investigate electronic, orbital- and spin-sensitive ordering phenomena in solids. RIXS and REXS are capable of giving clear spectroscopic contrast between atoms of different electronic states. RIXS with soft x-rays is a particularly powerful probe of “low-energy” excitations in transition-metal oxides, such as orbital-excitations, charge transfer excitations, and collective magnetic excitations. Such examples of “low-energy” excitations are sensitive to many-body and collective effects of the solid-state and are important to understand the materials properties. Hence, both of these techniques allow us to study the interplay of charge, spin, orbital and lattice degrees of freedom in correlated-electron materials associated with phenomena such as superconductivity, charge order, orbital order, and various types of novel magnetism. The aim of the workshop is to bring together scientists working with RIXS, REXS and related complementary techniques (neutron scattering, Raman scattering etc.) in order to enhance the exchange of ideas within and between these communities.
